長三角發展規劃綱要出臺:到2025年5G網絡覆蓋率將達到80%

12月2日消息(顏翊)12月1日,中共中央和國務院印發了《長江三角洲區域一體化發展規劃綱要》。《綱要》顯示,十八大以來,長三角一體化發展取得明顯成效,科創產業緊密融合,大數據、云計算、物聯網、人工智能等新技術與傳統產業滲透融合,集成電路和軟件信息服務產業規模分別約占全國1/2和1/3,光纖寬帶、4G網絡等信息基礎設施水平在全國領先。《綱要》提出,目標到2025年,長三角一體化發展取得實質性進展,基礎設施互聯互通基本實現,新一代信息設施率先布局成網,5G網絡覆蓋率達到80%。《綱要》要求提升長江三角洲區域基礎設施互聯互通水平,協同建設新一代信息基礎設施,共同推動重點領域智慧應用,合力建設長三角工業互聯網。協同建設新一代信息基礎設施。加快構建新一代信息基礎設施,推動信息基礎設施達到世界先進水平,建設高速泛在信息網絡,共同打造數字長三角。加快推進5G網絡建設,支持電信運營、制造、IT等行業龍頭企業協同開展技術、設備、產品研發、服務創新及綜合應用示范。深入推進IPv6規模部署,加快網絡和應用升級改造,打造下一代互聯網產業生態。統籌規劃長三角數據中心,推進區域信息樞紐港建設,實現數據中心和存算資源協同布局。加快量子通信產業發展,統籌布局和規劃建設量子保密通信干線網,實現與國家廣域量子保密通信骨干網絡無縫對接,開展量子通信應用試點。加強長三角現代化測繪基準體系建設,實現衛星導航定位基準服務系統互聯互通。共同推動重點領域智慧應用。大力發展基于物聯網、大數據、人工智能的專業化服務,提升各領域融合發展、信息化協同和精細化管理水平。圍繞城市公共管理、公共服務、公共安全等領域,支持有條件的城市建設基于人工智能和5G物聯的城市大腦集群。加快長三角政務數據資源共享共用,提高政府公共服務水平。支持北斗導航系統率先應用,建設南京位置服務數據中心。推進一體化智能化交通管理,深化重要客貨運輸領域協同監管、信息交換共享、大數據分析等管理合作。積極開展車聯網和車路協同技術創新試點,籌劃建設長三角智慧交通示范項目,率先推進杭紹甬智慧高速公路建設。全面推行長三角地區聯網售票一網通、交通一卡通,提升區域內居民暢行長三角的感受度和體驗度。加強長三角數字流域和智能水網建設。推動智慧廣電建設,加快廣播電視技術革新與體系重構。加強智慧郵政建設,支持快遞服務數字化轉型。合力建設長三角工業互聯網。積極推進以“互聯網+先進制造業”為特色的工業互聯網發展,打造國際領先、國內一流的跨行業跨領域跨區域工業互聯網平臺。統籌推進省際之間工業互聯網建設,推動企業內外網改造升級,積極參與國家標識解析與標準體系構建。加快建設以跨行業跨領域跨區域平臺為主體、企業級平臺為支撐的工業互聯網平臺體系,推動企業上云和工業APP應用,促進制造業資源與互聯網平臺深度對接。全面建立工業互聯網安全保障體系,著力推動安全技術手段研發應用,遴選推廣一批創新實用的網絡安全試點示范項目。
