                    商業航天再迎重磅利好 兩部委優化無線電頻率占用費標準

                    3月27日消息 今天,國家發展改革委、財政部聯合發布關于優化完善無線電頻率占用費標準的通知。一、優化空間業務收費標準體系。非對地靜止軌道(NGSO)衛星星座系統和網絡化運營的對地靜止軌道(GSO)衛星系統,由按照空間電臺、地球站分別向衛星運營商和網內地球站設臺單位收取,調整為根據空間業務實際占用帶寬向衛星運營商收取。對星座衛星數量在200顆以下的NGSO衛星星座系統,按照空間電臺數量收費;對星座衛星數量在200顆及以上的NGSO衛星星座系統,統一按系統收費。二、降低高頻段收費標準。對NGSO衛星星座系統、網絡化運營的GSO衛星系統、微波站、寬帶無線接入系統,按照頻率高低細化收費分檔,部分高頻段頻率實行更低的收費標準。業內人士指出,兩部委發布的通知可謂是恰逢其時,將有效降低商業航天和衛星互聯網產業鏈運營成本。目前,以中國星網、上海垣信等為代表的低軌巨型星座運營商,正在快速組網,在軌衛星數量迅速增加。以中國星網的GW星座為例,在完成20組發射之后,在軌數量超過150顆,年內將有望超過400顆;而上海垣信運營商的千帆星座為例,在完成6組發射之后,在軌衛星數量超過100顆,年內將會達到324顆,實現全球初步覆蓋。如果將時間線再拉長,GW星座與千帆星座規模都將超過10000顆,如果沿用過去按照空間電臺數量收費,這將會是一筆巨大的負擔。
